DESCRIPTIVE SUMMARY

PLAN FOR DISSOLUTION
TOWN OF WHEATLAND FIRE PROTECTION DISTRICT
MONROE COUNTY. NEW YORK

1. This is the Descriptive Summary of the Dissolution Plan of the Wheatland Fire Protection District endorsed by the Town of Wheatland Town Board on July 16th, 2020.
2. The Wheatland Fire Protection District, within the Town of Wheatland (Town), Monroe County, New York proposes to be dissolved.
3. The territorial boundaries of the Wheatland Fire Protection District are the entire Town of Wheatland 1) excluding the entire geographic area of the Mumford Fire District and the Village of Scottsville, 2) bounded on the north to the southern boundary of the Town of Chili and the Clifton Fire Protection District; 3) bounded on the east by the western boundary of the Towns of Rush and Henrietta, and 4) bonded on the south at the Monroe County Livingston County Line.
4. The cost of the dissolution would be nominal. The Town will be utilizing some of the town paid staff who are on payroll, this sum being part of the normal operating budget of the Town of Wheatland. a. After its dissolution, the Town of Wheatland will no longer be required to include appropriations for the Wheatland Fire Protection District. b. This dissolution is conditioned upon the establishment of the Wheatland-Scottsville Joint Fire District.
5. The Wheatland Fire Protection District has no employees, and thus there be no transfer or elimination of public employees.
6. The Wheatland Fire Protection District has no assets, owns no real and personal property, has no liabilities or indebtedness. As a result of this dissolution, there will be no disposition of the Wheatland Fire Protection District or these assets, property, liabilities, and indebtedness, including the need to levy and collect any necessary taxes.
7. The Town of Wheatland and the Village of Scottsville have entered into an agreement for coordinated review under the State Environmental Quality Review Act with the Town of Wheatland being the lead agent pursuant to SEQRA.
8. The residents who were in the Wheatland Fire Protection District after dissolution, as before the dissolution, will continued to be furnished fire protection by the Scottville Fire Department, Inc.
9. Both the establishment of the Wheatland Scottsville Fire District and the Dissolution of the Wheatland Fire Protection District will have public hearings.
10. There are no rules or regulations of the Wheatland Fire Protection District that will remain in effect after the effective date of the dissolution.
11. The effective date of the proposed dissolution is December 31, 2020 at 11:59 P.M.
12. This dissolution of the Wheatland Fire Protection District is conditioned upon and dependent upon the establishment of the Wheatland-Scottsville Joint Fire District.
13. A public hearing will be held on this proposed dissolution plan at the Town of Wheatland Town Hall, 123 Main Street, Scottsville, New York,14546 on August 20, 2020 at 6:00 p.m.

Wheatland Recreation Summer Camp offers a range of activities and experiences as well as a social interaction. At camp the kids stay active in a safe setting as our program is certified with the Monroe County Health Department. We have CPR & First Aid certified counselors and will maintain a staff ratio of approximately 1:7 due to the new COVID-19 guideline. The kids will be in groups of 10-15 with 2 counselors for the entire week. The interaction between groups will be minimal and social distancing will be practiced whenever possible. We are excited to be able to offer this opportunity this summer for games, crafts, athletics, socialization, new friendships and much more fun! Please note that due to COVID –19 the NYS DOH regulations and procedures will take precedent over our regular rules and procedures and all are subject to change.

PLEASE TAKE NOTICE that the Town Board of the Town of Wheatland, County of Monroe, State of New York, will hold a regular meeting of the Town Board on June 18, 2020 commencing at 5:00 p.m. The meeting will be in a remote format.
All meetings of the Town Board are open to the public, however, in accordance with Executive Order 202.1 of 2020 issued by Governor Andrew Cuomo in response the Coronavirus COVID 19 crisis, the public will not be permitted to enter the Town Hall office and Town Hall building and instead the meeting will be opened to the public by means of remote audio access by placing a telephone call to 585-491-9963 and using access code 834 313 945#. Please call in 15 minutes prior to the meeting start time.
This access code will permit the public to listen, but not to comment, as this procedure complies with the Open Meeting Law as suspended and amended by the Executive Order. NOTICE TO TOWN OF WHEATLAND RESIDENTS OUTSIDE THE VILLAGE OF SCOTTSVILLE

On Saturday, June 6, 2020 and Saturday, June 13, 2020 between the hours of 8 A.M. and 3 P.M. there will be dumpsters placed at the Highway Building, 1822 Scottsville-Mumford Road. Town Outside Village Residents may bring trash to this location to dump in hoppers provided. Due to covid-19 masks will be required at all times.

Proof of residency will be required. New York State driver’s license is acceptable.

Recycling of electronics will also be available. All electronics can be recycled free of charge.

BRUSH, TIRES, FUEL OIL, GASOLINE DRUMS, REFRIGERATORS, FREEZERS OR PAINT CONTAINERS WILL NOT BE ACCEPTED. DUMPSTERS WILL BE MANNED FOR ASSISTANCE.

heatland Recreation is excited to announce our Virtual Gentle Yoga Class. This class will be held weekly via Zoom. This program provides a style of yoga that is less strenuous than other forms of yoga. Very useful for beginners, seniors, pregnant women, those who are recovering from injury or those looking for a more relaxed workout. Gentle yoga can also be beneficial to those who already are fit but lack overall flexibility.

With the approaching Spring and Summer nice weather, I would like to remind our residents about the policies related to the resident’s access and use of the Town property located @ 1421 Scottsville – Mumford Road. Please note the following:

1. This site is made available to Town of Wheatland, Outside of the Village of Scottsville residents only. Village of Scottsville residents should contact the Village office or the Village DPW for drop off at their site. Village of Scottsville tax dollars do not support the maintenance of the Town site
2. The Town site is for yard debris, brush, wood chips, lawn clippings, leaves, and other similar items
3. Building and construction debris is NOT PERMITTED. This would include items such as fencing, concrete blocks, asphalt, lumber, etc.
4. Removing stone, millings and topsoil FROM the Town site is ONLY permitted with approval of the Town Highway Superintendent.
5. If a Town Outside of the Village resident has hired a landscape company and been charged for disposal, it does NOT come to the Town site. Such practice has occurred with the cost then being born by all Town outside of the Village residents when it is time to clean up the site.
6. NO landscape companies are permitted to enter and dispose of spoils and debris on the Town land without permission of the Highway Superintendent.

The Town Supervisor and Highway Superintendent would like to keep this property open and accessible to the public, but with continued misuse, the current ability to access on your schedule could be limited or eliminated. We encourage everyone to abide by the above policies and report any observed or suspected misuse of our trust and facility. A name or license plate number is always helpful in reaching out to the individual or company. Such a situation was observed and called out by the Supervisor last year. It turned out to be a landscape company from another town not even doing work in Wheatland. Please help us to maintain our current practice. Thank you for you cooperation.

THE SUPERVISOR ASKS: WHY IS IT IMPORTANT TO COMPLETE THE 2020 CENSUS?

The simple answer is that the information collected by the Census Bureau impacts YOU and YOUR COMMUNITY for the next 10 years.

DID YOU KNOW? If you have a post office box and do not have your mail delivered to your home, YOU MAY NOT COUNTED. Wheatland residents who receive their mail at a post office box will not receive written correspondence from the census bureau. The Census Bureau cannot mail information to a PO Box because it cannot be matched to a physical address. Your physical address is needed to count you at the place where you actually live. For Town residents who use PO Boxes for their mail, in order to avoid having to be contacted by a census worker, simply go online and fill out your census form, it’s a good way to ensure you are counted and while helping maintain social distancing during these challenging times. There are several important reasons to complete your 2020 Census Forms.

1. The census guides how much money a community is allocated in federal funding for such things as hospitals, fire departments, school lunch programs, and the Federal Pell Grant Program (provides need-based grants to low-income undergraduate and certain post-baccalaureate students to promote access to postsecondary education).
2. The census data determines congressional representation and is used to draw congressional and state legislative districts.
3. The results also determine the number of seats each state has in the House of Representatives
4. The results will show where communities need new schools
5. The results will also show where communities need new clinics
6. The census data helps to determine where new roads and bridges are needed
7. The results also guide the calculation of federal funding for social programs such as Medicaid, Head Start and community mental health services.
8. The Census data supports efforts of economic development when business owners rely on census results to make decisions as to where to open new stores, restaurants, factories, or offices or where to expand operations and recruitment of employees or which services and products to offer.
9. Most of all, completing the 2020 Census is important because it impacts YOU! It helps municipalities to provide essential services without the entire financial burden placed on the taxpayer. It helps to provide accurate representation both politically and financially. It helps to support your community, your schools and your neighbors.
